In Washington whose responsibility is it to initiate receiving an exemption of registration or an exception to a policy?

A: In Washington State and in many other franchise registration states it is the responsibility of the franchisor to initiate an exemption from registration or an exception to normal franchise policies. It is also the responsibility of the franchisor to provide proof to support the exemption or exception to the state franchise regulation officials.
